Any improvement effort begins with knowing where you stand beforehand

The operational environment of an organization can be evaluated in general terms to determine its organizing program – who is responsible for what, where they work – and other related issues. Also considered are external conditions, such as legal, financial, technological or organizational constraints; planning issues – who is responsible for what until when, mandatory duties and under which constraints planning will be made; and content specified within planning dimensions or limits.
